As Public Trust positions increasingly fall under the Trusted Workforce 2.0 (TW 2.0) reforms, Facility Security Officers (FSOs) are expected to manage more than just clearance holders. They must also ensure that non-sensitive personnel are vetted, monitored, and documented according to evolving federal standards. Here’s what’s changing—and how FSOs can prepare.
1. Continuous Vetting Is Now Expanding to Public Trust Positions
The Continuous Vetting (CV) model, once reserved for clearance holders, is now being rolled out to non-sensitive Public Trust (NSPT) positions across federal agencies. This shift replaces periodic reinvestigations with real-time automated alerts tied to:
- Criminal records
- Financial red flags (e.g., bankruptcies, delinquent debt)
- Foreign travel and contacts
- Other public risk indicators
According to recent federal reporting, over 26,000 Public Trust personnel have already been enrolled in CV, with full onboarding expected by the end of FY2025.
What FSOs Should Know: While the concept is straightforward, the implementation can be complex. Agencies are still working through IT system integration and policy consistency. FSOs should ensure personnel data is up-to-date, validated regularly, and audit-ready—particularly for NSPT roles that previously saw minimal oversight.

2. The Personnel Vetting Questionnaire (PVQ) Is Replacing SF Forms
Legacy forms SF-85, SF-85P, and SF-86 are being replaced by the new Personnel Vetting Questionnaire (PVQ). The PVQ is modular—divided into parts A through D—and tailored to the sensitivity and risk level of the position.
Deployment is underway in phases, starting with early-adopter agencies and contractors. The PVQ is expected to become the universal standard as part of the National Background Investigation Services (NBIS) modernization effort.
Note for FSOs: Not all personnel will transition to the PVQ at the same time. Early rollouts are focusing on reinvestigations and new hires. Be prepared to support both legacy and PVQ systems concurrently in 2025.
3. Transition from e-QIP to eApp
The eApp system is replacing the outdated e-QIP platform for vetting submissions. Designed to improve usability and reduce errors, eApp supports PVQ submissions and aligns with TW 2.0 standards.
FSO Tip: Provide training for staff who may not be familiar with the new interface. Mistakes in PVQ submissions can trigger delays or rejections during suitability or Public Trust determinations.
4. Infrastructure and Timing Challenges
Despite these advances, implementation is not without friction. The Government Accountability Office recently reported that NBIS infrastructure delays, inconsistent adoption timelines, and system interoperability gaps are affecting how quickly agencies can move to full TW 2.0 compliance.
Bottom Line: FSOs should anticipate a transition period where new and legacy processes coexist. Staying flexible and informed is key to staying compliant.
